Status

HB 624-FN-LOCAL - relative to animal care costs in animal cruelty cases. Allows any person confiscating an animal in an animal cruelty case to file a cost of animal care petition for reimbursement of animal care costs.

Current law does not require someone to pay the cost of care if charges are dismissed or they are found not guilty. This bill certainly appears to deny due process and violate constitutional rights.
Farm Bureau opposes

HB 200 - defining "farm stand"

This bill was presented because independent, small farmers in northern N.H. have been attempting to use available space in a village enterprise to place and sell their farm produced products. They desire to use the available space on a longer-term basis but that exceeds the current rules regarding “farmers’ markets.” The farmers have also been confronted with problems because some of their plans do not falls within the regulations regarding “roadside farm stands.”

HB 178 – relative to exclusions from seasonal highway weight limit regulations. Adds an exclusion from seasonal highway weight limit regulations on state highways for trucks carrying sap for maple syrup production to current laws RSA 236:3-a Exclusion From Seasonal Highway Weight Limit for Certain Vehicles 

 

HB 178 would add the following language to RSA 236:3-a Exclusion From Seasonal Highway Weight Limit for Certain Vehicles

IV. Trucks carrying sap for maple syrup production.

Farm Bureau Supports

HB 372 - relative to certain private employers under workers' compensation

This bill is to provide an exemption from workers' compensation for very small businesses engaged in farming.  The N.H. bill follows the Vermont model by exempting farms with a payroll of under $10,000 in a calendar year.  Employers would still have to provide coverage under a farm policy, which can be done at a more affordable rate.  This coverage would be parallel the coverage provided homeowners who hire occasional or casual labor.
